Senator Warnock Addresses AMAC Members During Historic Induction of Atlanta Board
“We’re great because of our diversity.”
ATLANTA, GA – In a historic and powerful ceremony, the City of Atlanta witnessed a defining moment in its aviation history. The induction of the founding board of the Atlanta Chapter of the Airport Minority Advisory Council (AMAC) was marked by grandeur and purpose, underscored by the commitment to uphold the legacy of former Atlanta mayor, Maynard H. Jackson, Jr. The event was made even more significant by the presence of a U.S. Senator who played a crucial role in preventing a state takeover of Hartsfield-Jackson Atlanta International Airport, a vital symbol of the city’s economic strength.
Hosted by Atlanta City Council Transportation Chair Byron Amos and Vice Chair Marci Collier Overstreet, the induction ceremony took place in the Atlanta City Council Chamber on September 23. The Fulton County Honor Guard led the board in a dignified procession, followed by a stirring performance of both the National Anthem and the African American Anthem, “Lift Every Voice and Sing,” by the Jennifer Freeman Trio and trumpeter Melvin Miller. Jonathan Martin, 11Alive Anchor, served as the emcee, and the officers were formally sworn in by Fulton County Chief Probate Judge Kenya Johnson. A highlight was the “ribboning” of each officer with a unique AMAC medal, presented by Chair Amos and Vice Chair Overstreet, signifying their commitment to advancing minority participation in the aviation industry.
“This is a pivotal moment for our city and for the AMAC organization,” said Councilmember Amos. “We are carrying on the legacy of Mayor Jackson, ensuring that the world’s busiest airport remains a beacon of economic opportunity for all.”
Alicia Ivey, the newly sworn-in president of the Atlanta chapter, reflected on the chapter’s dedication to Jackson’s vision. “Mayor Jackson’s legacy is not just a chapter in our history; it’s the foundation of our mission. We are here to ensure that his vision for inclusivity and economic empowerment continues to thrive at Hartsfield-Jackson and beyond. We are committed to creating opportunities that mirror the values he championed.”
U.S. Senator Raphael Warnock delivered an inspiring keynote address, highlighting Jackson’s monumental role in establishing the city’s inclusion program. He recounted how, during the construction of the new airport facility, Mayor Jackson boldly mandated that one-fourth of all contracts go to minority-owned firms, forever changing the economic landscape of Atlanta.
“He understood that we’re not great in spite of our diversity; we’re great because of our diversity,” Senator Warnock proclaimed, to resounding applause. He lauded Jackson for fostering collaboration between White and Black-owned companies, paving the way for the robust minority participation in airport contracts that we see today.
As the only national non-profit trade organization dedicated to promoting the participation of minority- and women-owned businesses in the aviation space, “AMAC has been at the forefront of creating an economic opportunity for all – carrying on Maynard’s torch,” the Senator stated.
Senator Warnock also expressed pride in championing the recent FAA Reauthorization bill, which includes his provision to safeguard the Atlanta Airport from state control. “With the incredible history, culture, and businesses that make up our city, and as the region’s premier economic generator…it’s only right that Atlanta continues to control this gateway to the city,” he asserted.
He assured the audience that he remains a senator “for all the people of Georgia,” emphasizing that the new legislation will channel millions of federal dollars into Georgia’s aviation infrastructure, further enhancing the state’s airports and supporting the economic growth that AMAC strives to promote.
AMAC Atlanta has ambitious plans for the coming year, beginning with a board planning retreat scheduled for next month, President Ivey revealed. “After that, it’s full steam ahead,” she declared. “We are ready to take bold steps to ensure that our work reflects the principles and progress that Mayor Jackson envisioned for our community. The Atlanta Chapter of AMAC is poised to be a transformative force in the aviation industry, committed to expanding opportunities and fostering a new era of inclusive growth.”

A group of 18 business and civil rights leaders signed on to a statement applauding the CBC and the companies that participated in this first accountability assessment. These leaders called on companies to stand firm in their dedication to diverse and inclusive business practices because it creates value for the companies and ensures national competitiveness. STATEMENT:
We commend the Congressional Black Caucus (CBC) for urging Fortune 500 corporate leaders to stay the course and documenting the continued commitment of leading companies in the United States to diversity, inclusion, and opportunity. These commitments are imperative for business success and our national competitiveness.
The CBC’s leadership is crucial at this moment. Companies are facing unprecedented, baseless legal and political attacks designed to intimidate them into retreating from their diverse and inclusive workplace and supplier diversity efforts. Unfortunately, we have seen a small number of companies cave to these threats.
The CBC’s corporate accountability repoThe CBC’s corporate accountability report, however, highlights that hundreds of companies remain committed to their diverse and inclusive practices, which create economic value. The 12 practices highlighted in the report provide a strong foundation for establishing a standard for good business. Companies recognize that diversity is not only a smart business strategy but also leverages the diversity and opportunity that makes this country strong.
As a group of business and civil rights leaders, we are dedicated to fostering economic growth, free market competition, and opportunities for all, including diverse entrepreneurs and businesses. Companies must stand firm in their dedication to diversity and inclusion and resist baseless, unwarranted attacks. Our country will remain competitive only if all Americans, regardless of their characteristics, have equal opportunities to participate.
We stand with the CBC and the companies that participated in this first accountability assessment. We encourage the Caucus to make this an annual effort to support the business community’s continued commitment to advancing fair and inclusive business practices that are good for competition, innovation, and the bottom line.

About Dwayne Norris
As Corporate Supplier Diversity Manager for Enterprise Mobility, Dwayne is responsible for increasing supplier diversity and implementing supply chain best practices.
Dwayne began his career with Enterprise in 2005 when he joined its Management Trainee program. He quickly rose through the ranks in Enterprise’s Orlando Operations, and by 2013, he was promoted to Area District Manager responsible for Daily Rental Operations in Orlando, including the Orlando International Airport.
In 2022, Dwayne moved to Enterprise Holdings headquarters in St. Louis and assumed the Corporate Supplier Diversity Manager role. Within this role, he focuses on increasing supplier diversity by partnering with operations to identify suppliers that reflect the communities in which we operate. He manages Enterprise’s Supplier Diversity Program, which helps facilitate an increase in the number of minority-owned, woman-owned and other socially or economically disadvantaged small businesses that work to supply goods and services for Enterprise.
Advocating for DEI is a passion for Dwayne, who served on Enterprise’s North American DEI Team from 2018-2020 and more recently served on the organization’s Southeast Region’s DEI team from 2020-2022. These teams work to foster DEI efforts within Enterprise through three distinct lenses: talent and opportunity, inclusive culture and community engagement.
Dwayne was born and raised in Brooklyn, NY. He received his bachelor’s degree from the University of Florida as a student-athlete.

Delaware North Announces Scholarship Fund in Collaboration With the Airport Minority Advisory Council (AMAC) Foundation
$50,000 Scholarship Fund to Be Distributed Over Five Years
Nashville, TN (August 6, 2024) – Delaware North, a global leader in hospitality and entertainment, today announced the creation of the Delaware North Aviation Scholarship Fund (DNASF) in collaboration with the Airport Minority Advisory Council (AMAC) Foundation. This $50,000 scholarship fund will be distributed over the next five years, providing $10,000 annually through 2028 to deserving scholarship recipients.
The DNASF was unveiled at the AMAC Foundation Celebrating Women in Aviation Breakfast & Scholarship Awards during the 39th Annual AMAC Airport Business Diversity Conference at the Grand Hyatt in Nashville.
The fund aims to support minority students pursuing careers in aviation-related fields, such as engineering, architecture, construction, business management, supply chain management, economics, accounting, communications, computer science, finance and other related disciplines at accredited universities. The exact amount of each scholarship will be determined jointly by the AMAC Foundation and Delaware North.
Eligible candidates must demonstrate a strong commitment to their community, actively mentor or tutor the next generation and contribute to diversity and inclusion in their respective environments.

Recap: 2024 AMAC Economic Opportunity & Policy Forum
The AMAC Economic Opportunity & Policy Forum is a crucial platform for our members to convene annually in the nation’s capital. This gathering is not just a mere event but a significant opportunity for us to engage with lawmakers and address our economic challenges. Headlines reflect the ongoing struggle to protect policies that safeguard the interests of working Americans. With the recent overturn of affirmative action protections, the time is ripe for us to unite and influence lawmakers to uphold and enhance programs like the ACDBE program. These initiatives are instrumental in ensuring the full employment of entire communities, particularly by facilitating the participation of small and disadvantaged businesses in the aviation and aerospace industry. Failing to support local and diverse enterprises could result in multinational organizations dominating airport operations, with the profits flowing overseas. This not only puts the United States at risk of losing its global competitiveness but also a risk to overall national security. A more sustainable approach is to advocate for policies that foster investment in small and underrepresented businesses.
Day One
On the forum’s first day, AMAC members, as the driving force of our organization, gathered outside the iconic Capitol Building. The day they kicked off with a photo opportunity, capturing the spirit of unity and purpose. Following this, members were guided through the building’s security checks and led to the Congressional Auditorium. Here, they were presented with insightful discussions and engaging presentations, setting the tone for the rest of the forum. Members heard from Congressman Jesus G. “Chuy” Garcia (IL-04); Shivani Pampati, Director of Tax and Economic Policy for Senator Benjamin L. Cardin (D-MD); Franklin Lee of Tydings & Rosenberg, LLP; Congressman Kweisi Mfume (MD-07); and Congressman Glen Ivey (MD-04). The messages were clear — federal programs that promote diverse participation are at risk, and we are responsible for educating and fighting to protect them as active advocates. Congressional leaders urged AMAC members to share the importance of these programs with federal and local decision-makers. They reminded us all that our voices are heard through our voting power. The afternoon was spent in small groups based on region, meeting with various members of Congress to advocate for continued diverse participation in federal contracting.
Day Two
The second day of the forum began with a recorded greeting from Secretary of Transportation Pete Buttigieg, followed by in-person remarks from Eric Morrissette, Acting Undersecretary of Commerce for Minority Business Development. Morrissette shared that the government expects to issue $5.4B in contracts this year alone. Day two also consisted of engaging panel discussions on topics ranging from DE&I, FAA policy updates, and strategies airports use to maintain (and increase) competitive business environments. Day two ended with a momentous event: the historic signing of the Equity in Infrastructure Pledge by AMAC President & CEO Eboni Wimbush and AMAC Board of Directors Chair/ Baltimore/Washington International Thurgood Marshall Airport CEO Ricky Smith. This commitment and unity should make us all proud and hopeful for the future. They were joined by Phil Washington, Denver International Airport CEO/EIP Co-Founder; John Porcari, Former DOT Deputy Secretary/ EIP Co-Founder; and Dorval Carter, Jr., Chicago Transit Authority President/ EIP Co-Founder.
Day Three
The forum’s final day consisted of lively panel discussions centered around access to capital and removing barriers in contracting for minority-owned businesses. AMAC members heard an informative keynote address from Alejandra Castillo, Assistant Secretary of Commerce for Economic Development, who urged the membership to continue efforts in education and advocacy. The forum ended with legislative priorities, and feedback from Capitol Hill Day was shared with the group. Themes of advocacy, engagement, and urgency underscored the recap, with the AMAC Government Affairs Committee reminding members there is an active assault on affirmative action and diversity, equity, and inclusion initiatives and policies. It is up to each member to be engaged, loud, and persistent. Our global competitiveness is at risk. As Nigel Stephens of Phoenix Strategies stated, “The United States can’t compete with China if you take out its diverse businesses.”
