Ricky D. Smith
Ricky Dorell Smith is responsible for the management and operations of Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall), Martin State Airport, and regional aviation activities throughout the State of Maryland.
Mr. Smith, a 34-year transportation professional, returned to Maryland after serving as Chief Executive Officer of the Cleveland Airport System, which includes Cleveland Hopkins International Airport and Burke Lakefront Airport. In addition, he was responsible for overseeing the development and management of the City’s lakefront properties.
Since returning to BWI Marshall, Mr. Smith has led the airport to five (5) consecutive record-setting years for passengers including restoring BWI Marshall as the busiest airport in the Washington/Baltimore region and the Best Airport in North America for Customer Service according to Airport Council International. Establishing a culture of performance, customer service, safety, and innovation, the airports have received several other national and regional awards for customer service, capital development, and marketing including an Emmy Awards in 2018 and 2019. In 2017, the LaunchPad program was started to enable minority-owned micro-businesses the opportunity to participate in BWI Marshall’s thriving food and retail program without barriers to entry. In 2015, he launched the BWI Marshall Summer Youth Initiative aimed at introducing youth in Baltimore City to careers in aviation and transportation. To date, over 100 youths have participated in this program.
Prior to his service in Cleveland, Mr. Smith served as the Chief Operating Officer for the MAA, where he helped lead BWI Marshall Airport through a $2 billion expansion program, increased air service throughout the world, and the creation of a new food and retail program. Prior to returning to the MAA, after a two-year departure, Ricky served as the Deputy Administrator for the Maryland State Highway Administration. In addition, he served in the private sector for several years with International Business Machines, H&R Block Business Services, The May Company, and others.
Ricky holds an Accounting degree from Howard University and an Executive MBA from Loyola University in Maryland. He is a graduate of several leadership programs, including the Greater Baltimore Committee and Leadership Cleveland. He is active on several national and local boards and industry associations including the Airport Minority Advisory Council where he serves as Board Chair, American Association of Airport Executives, Greater Washington Board of Trade, Airports Council International-North America (ACI-NA) Board of Directors, the BWI Business Partnership, World Trade Center Institute, Greater Baltimore Urban League where he serves as Board Chair, the Reginald F. Lewis Museum of Maryland African American History & Culture where he serves as Vice Board Chair, Morgan State University School of Communications Board of Advisors and the University of Maryland Baltimore Washington Medical Center Board of Directors.
He has been recognized as the ‘Best State Executive for Minority Business Enterprise’ by the Maryland Washington Minority Companies Association (2022), ‘Leon C. Lance Lyttle is the Managing Director for Seattle-Tacoma International Airport. Before joining Port of Seattle, Lance was Chief Operating Officer for Houston’s three airports and Assistant General Manager at Hartsfield Jackson. A growth-oriented executive, he has led strategic development efforts of $5B at Houston airports and played a crucial role in Atlanta’s $6B development. Currently, he leads a multibillion-dollar terminal revitalization program, including an international arrivals facility, renovating the north and south satellites, and upgrading the baggage handling system. In 2017, he was elected to the Board of Directors of Airports Council International. Lance also serves on the Board of Directors for the International Association of Airport Executives and is the Chairperson of Federal Affairs for the American Association of Airport Executives. Lance holds a B.Sc. in Physics and Computer Science and an M.Sc. in Management Information Systems.

My name is Ebony Gaynor, and I am thrilled to announce my candidacy for the position of Eastern Regional Director for the Airport Minority Advisory Council (AMAC)!!
With nearly 10 years in the aviation industry and over 25 years in business development, strategic planning, and project management, I have dedicated my career to being a steadfast advocate and champion for micro, small, local, and minority-owned businesses. As the founder, CEO, and Principal Consultant of Ever-Evolving Consulting, I have focused on creating programs and frameworks specifically designed for such businesses in and around airport concessions, most notably the Launchpad program at BWI Airport and our own recently launched framework program “Gateway”. As Vice-Chair of the AMAC Aviation Professional Development Committee, my focus was on developing a framework for what is now known as the Business Capacity Accelerator Program, and in my current role as AMAC Baltimore/Washington Chapter, VP of Membership my focus is to engage and encourage program growth and active participation and partnership with our members.
Once elected as Eastern Regional Director, I plan to put that same effort and energy into the businesses I represent in my region through my 5-part strategic plan which includes: 1) Increasing membership growth and engagement through targeted outreach and regular communication; 2) Supporting local chapters with resources, mentorship, and training to help them expand and thrive; 3) Advocating for the inclusion and advancement of minority-owned businesses in the aviation industry; 4) Developing partnerships with industry stakeholders, government agencies, and community organizations to amplify AMAC’s impact; and 5) Implementing regular evaluation and reporting to measure success and ensure continuous improvement.
I am committed to leveraging my experience and passion to ensure that our members receive the support and opportunities they deserve. I humbly ask for your support and vote as we work together to build a more inclusive and prosperous future for our community.

I am a highly skilled strategic leader with over 20 years of combined experience in business development, property management, contract management, contract compliance, finance, and human resources functions. I offer proven success in program administration and restructuring procedures to elevate service, customer/client satisfaction, employee satisfaction, and efficiency levels.
I have spent many years in the transportation industry in a commercial management role, giving me experience in many different areas. Working in the public sector for a governmental entity responsible for generating revenue to support itself gives me a unique skill set that is beneficial in navigating the public and private sectors. I managed and led many projects involving land development, economic growth, and community engagement. I am accomplished in the development, negotiation, execution, and management of commercial airport agreements, including airline, food and beverage concessions, ground transportation, hotel, advertising, and telecom, among others. I also have experience planning and executing business opportunity forums and job fair-related activities.
In addition to the areas mentioned above, I have extensive experience with diversity and inclusion programs, assigning, directing and coordinating projects, programs, and specific work efforts of staff and businesses, fostering the achievement of objectives and goals. I am a Subject Matter Expert (SME) in Airport Concession Disadvantaged Business Enterprise (ACDBE), Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and minority and women program administration and compliance. I am an advocate for the inclusion of minority and women-owned businesses as well as increasing employment opportunities for minorities and women. I have advised and participated in policy and regulatory-making processes related to diversity and inclusion.
I am currently employed at Fraport USA as Director of Quality Assurance. Over the years, I have worked for private and public entities of different sizes, including the City of Philadelphia, Philadelphia International Airport, Harold O. Davis Memorial Baptist Church, C.K. Hobbie Staffing Agency, and Harold O. Davis Memorial Baptist Christian School. My educational background consists of a Master of Business Administration with a concentration in Public Administration, a specialization in Government Administration, and a Bachelor of Business Administration with a concentration in Human Resource Administration. I have experience instructing and training adults in various areas, including program management, regulatory compliance, career development, process development, vocal techniques, and Christian education.
As a dynamic leader with a proven track record in driving growth, I am adept at creating and implementing effective operating plans and processes and utilizing data and analytics to make informed decisions and recommendations. Throughout my career, I have demonstrated an ability to improve organizational performance, increase efficiency, increase revenue, and reduce costs. I am a results-driven individual committed to meeting business goals and objectives. I am experienced in leading teams, mentoring employees, and fostering a positive and productive work culture. I have developed and continue to build upon solid relationship skills that are valuable and essential to completing assignments. I am confident that I bring a wealth of experience and expertise to the Regional Director role and will work tirelessly to ensure success.
Please know that my experience leading a vast array of concessions development efforts at Philadelphia International Airport and working at Fraport has allowed me to gain a deep appreciation for the challenges ACDBEs face in accessing and maintaining opportunities at airports. On the other hand, this same experience has groomed me to master the strategies and systems necessary to overcome these challenges. I have been an active member of AMAC for the last 21 years and Eastern Regional Director for the previous four years, providing support on many initiatives and issues, including legislative advocacy and program development. During this period, I also served an active role on the ACI-NA Diversity Committee, where I was a long-term member of the Steering Group and previous Committee Chair, in addition to serving on the Commercial Management Steering Committee. I used these platforms to influence policy and airport practices to reduce barriers to ACDBEs accessing business opportunities.
Additionally, my work as a member of the Board of Directors of the Women Transportation Seminar (WTS) and previous Diversity Committee Chairperson – Greater Philadelphia Chapter has allowed me to expand my advocacy for women and minorities in a way that ensures women, in particular, are treated relatively in business and professional opportunities throughout the transportation industry. I am passionate about this industry and its opportunities for women and minorities in business and employment. My reputation for aggressively and intelligently taking on complex issues affecting women and minorities is a testament to my ability to get stuff done. Therefore, I request your vote to represent you as the Eastern Region Director for AMAC. Mori Russell is an entrepreneur and leads Business Development at Concession International, an airport food and beverage company. Mori is a third-generation leader of her family business, Concessions International, which was started 40+ years ago by her grandfather. She is the owner of Olle Fit, a wellness company focused on mind, body, & spirit. Mori also owns a consulting firm, MCR Services LLC, where she provides development and community outreach work.
Mori graduated in 2015 with her Master of International Business from Florida International University. While in school, she founded and operated her first company, an accessory boutique, O’Amor, in Miami, Florida and online.
Aside from her daily business-oriented goals and operations, she leads Concessions International’s Corporate Social Responsibility Arm, CI Cares, serves as the Southeast Regional Director for the Airport Minority Advisory Council, and serves on the YMCA Metro Atlanta Ambassador Board. Mori shares her late grandfather, Herman Jerome Russell’s, passion for entrepreneurship and supporting impactful causes to communities.

Ms. Justina Mann is an Aviation Program Management and Procurement Executive with 14 years of experience in multiple airports, serving in roles from Chief Procurement Officer to Director of Infrastructure Program Management and Delivery.
Previously, Ms. Justina Mann was the Director of INF Terminal Development for the Houston Airport System (HAS). In this role, Ms. Mann was responsible for the successful definition, procurement, negotiation, execution and implementation of the HAS Domestic Terminal Development Program and other significant programs undertaken by HAS airlines and partners. She served as the HAS owner’s representative for Airline Terminal Development Programs, acting as an executive liaison between the airline program management teams and HAS.
Ms. Mann began her career in aviation at Hartsfield Jackson Atlanta International Airport as a procurement professional. She was allowed to join the HAS as the Chief Procurement Officer. Ms. Mann enjoys aligning her project management and procurement experience with current aviation programs and opportunities impacting passengers, contractors and businesses around airports and transportation.
Ms. Mann serves as Vice President for the National Forum for Black Public Administrators (NFBPA), where she Chairs the Fund Development Committee, is a member of the Finance, Budget and Investments Committee, and is a long-standing Conference Planning and Evaluation Committee member.
A native of St. Paul, MN, Ms. Mann received her Bachelor of Science degree from the University of Minnesota. She earned her Master of Project Management from Keller Graduate School of Management. She is a Certified Member of the American Association of Airport Executives, a Certified Public Procurement Officer, a Certified Professional Contracts Manager, a Project Management Professional and a Six Sigma Green Belt.

I am J. Goodwille Pierre, and I am excited to announce my candidacy for the position of Southwest Regional Director for the Airport Minority Advisory Council (AMAC). With over 26 years of dedicated service and a deep passion for our mission, I am ready to take our region to new heights.
My Journey with AMAC
My journey with AMAC began in 1998 as a member of the host committee for the 1999 Annual Business Diversity Conference in Houston, Texas. Since then, I have remained committed to advancing AMAC’s goals, serving in various roles including pro bono General Counsel during Shelby Scales’ tenure as Executive Director. In this role, I developed board conflict of interest forms and contributed to the creation of key AMAC policies.
Proven Leadership
In 2012, I served as the Southwest Regional Director and was part of the planning committee for the 19th Annual Airports Economic Opportunity & Policy Forum. My commitment continued as I joined the planning committee for the 2017 Annual Airport Business Diversity Conference in Houston.
Currently, I am an active member of the AMAC Performance and Governance Committee, where I have served since 2021. I have facilitated AMAC board governance and constitution training sessions in 2021 and 2023, and I am leading the development of the Houston, Texas AMAC Chapter alongside the Houston Airport System. I have been a $5000 AMAC Chrome sponsor for the past five years.

The company manages joint venture agreements with several national prime concession entities, including The Hudson Group, HMS Host International, Norm Nixon, and Magic Johnson Enterprises. Palazzo Concessions’ ownership interest is located in Los Angeles International Airport, Hollywood Burbank Airport, and San Francisco International Airport. Hello! I am running for AMAC’s Board to help them continue to propel us into the future. Before joining PHL as their Vice President for Business Diversity and Accessibility, I led the consulting division of a black-owned, Philadelphia-based firm – experiencing firsthand both the barriers and opportunities for small, diverse firms. Even with the success of that firm and the successes we have at the Philadelphia Department of Aviation, I am constantly driven by Will Rogers’ quote “Even if you’re on the right track, you’ll get run over if you just sit there”. That is the energy that I want to bring to AMAC and its members. We are on the right track and have been for many years. But the tracks are moving now more than ever before – we need to be on the forefront of emerging technologies, shifts in requirements and regulations, and the expansion of what aviation means. We need to continue to follow the money – be it new grant funding which can change business opportunity models, changes in passenger desires, or new modes of aviation – so the organization can continue its leadership role in driving diversity to every corner of its membership and the nation. My experience in small business, legislation and regulation creation and implementation, airport leadership, training and collaboration will help me to support AMAC now and into the future.

Ms. Denise Bailey joined the Airport in December 2022 as the Vice President of Business Diversity and Accessibility, and leads the Philadelphia International Airport and Northeast Philadelphia Airport’s Disadvantaged Business Enterprise (DBE), Airport Concessions DBE (ACDBE), Small Business and Americans with Disabilities Act responsibilities. Ultimately, she is responsible for the airport’s compliance with Federal Aviation Administration’s compliance in these areas and for driving business diversity, capacity-building efforts, and accessibility.
Prior to her current role, Ms. Bailey managed the Government Consulting Department of Milligan Consulting, LLC; a minority-owned firm based in Philadelphia. Under her 30 years of leadership, the firm provided consulting services to Federal, state, and local governments in the areas of Diversity, Transportation Grant Compliance, and Economic Development. She led a team of professionals that provided services to the aviation, transit, and highway industry. Prior to her role at Milligan Consulting, Ms. Bailey served in the Construction Management Department at Urban Engineers, Inc. In addition to leading transportation oversight and development projects, Ms. Bailey has been a sought-after trainer and speaker on transportation compliance topics. Ms. Bailey earned a Bachelor of Science degree in Commerce and Engineering from Drexel University in Philadelphia, PA. It was while attending Drexel, that she gained her first experience in aviation during her cooperative education assignments with the Engineering Department at PHL.
Ms. Bailey’s memberships include Airport Minority Advisory Council (AMAC), Conference of Minority Transportation Officials (COMTO), and Women’s Transportation Seminar. Her previous appointments include President of the Philadelphia Chapter of Women’s Transportation Seminar (WTS), and as the Finance and Investment Chair of the Fairmount Park Conservancy. Ms. Bailey also serves on the airport’s Department of Aviation’s Racial Equity Advisory Council (REAC).

I’ve been actively involved in AMAC for many years, serving as the second vice chair of the communications committee since 2020. In this pivotal role, we have led engaging campaigns to advance AMAC’s mission of ensuring the full participation of minorities and women in employment and contracting opportunities in the aviation and aerospace industries.
I am passionate about supporting AMAC because it’s not just the right thing to do; it’s necessary. Tosin Kasali is Vice President, Business Development, where he is responsible for developing and managing strategic client and partner relationships that lead to value-creating opportunities for the airport, and the company, primarily through structuring, winning and retaining the airport concessions contracts. Tosin joined HMSHost in 2016 as Director of Business Development Finance. He was primarily responsible for financial modeling and business case presentations—evaluating and communicating to the Executive Team the financial risk and return of new business opportunities. Before joining HMSHost, Tosin was Senior Manager of Business Development at Gategroup (Gate Gourmet), primarily responsible for deal evaluation, financial modeling, business case presentations and lead development.

Maria Martinez is a business development professional and franchising expert with over 15 years of experience in sales and business growth. Maria currently serves as Director of Business Development for prime concessionaire Areas USA. Maria has also represented global brands such as UPS, Jack in the Box, Qdoba and most recently IHOP and Applebee’s. As a driven, goal oriented and self-motivated individual, she finds joy in growing businesses with valuable business propositions in concessions through the brands she represents. Prior to working in business development, Maria held positions in Finance and Accounting.
Maria was initially introduced to AMAC and airport concessions in 2016. Since then, she has embraced and worked passionately to support AMAC’S mission. Most recently Maria served as Secretary of AMAC’s Board of Directors for the 2020-2021 term and Chair of AMAC Governance & Ethics Committee for the 2018-2020 term, as well as the AMAC National Conference Committee in 2019. She currently serves as a volunteer member of the Governance and Performance Management Committee.
Maria is fluent in English and Spanish and holds a bachelor’s degree in international business from CETYS Mexicali, Baja California, Mexico. She has also completed a Finance Certificate at UCSD. Maria immigrated from Mexico to San Diego, CA where she currently lives. She likes to listen to audiobooks in subjects of finance, personal development and business. She also enjoys travelling the world and spend time with friends and family.

After working there nine years, he founded Ken Weeden & Associates (KWA) in 1989 and has since led in the preparation of thousands of DBE and/or ACDBE program documents for projects in 42 states and three (3) U.S. territories. His firm also serves as a consultant to several large Concessionaire companies. Ken is also the founder and lead trainer, of the National DBE Training Institute. With nearly 20 years in the aviation industry, Demetria started her career on the concessions team at Atlanta Airport, leading procurement projects and crafting impactful marketing programs.
Joining ReachTV in 2021, Demetria envisions a future of boundless opportunities for the company, emphasizing community and culture within the airport ecosystem. She will spearhead the partnership between ReachTV and AMAC as the official media partner, amplifying AMAC’s voice across the aviation industry and globally.
As a dedicated committee member at AMAC, Demetria has actively contributed to discussions and initiatives to enhance diversity and inclusivity within the aviation sector. She has also shared her expertise as a panelist and moderator at AMAC conferences, advocating for collaborative strategies that benefit all members.
Demetria’s educational background, including an MBA with a concentration in International Business from Clayton State University and a BA in Business Administration with a concentration in Marketing from Clark Atlanta University, equips her with a strategic acumen that instills confidence in her ability to navigate industry complexities and drive impactful change within AMAC.

Eligible Voter
You must be a member in good standing to nominate a candidate or run for office in the election.
An AMAC member in good standing (Candidates AMAC Membership Must Be Current to Be Nominated and Through the Election Process) who is one of the following:
- Airport Member Representative (One of Two Votes)
- Business Member Representative (One Vote)
- Corporate Member Representative (One of Two Votes)
- Individual Member (One Vote)
- Reside, Own, Operate or Are Employed by a Business or Have Business Interests in the Same AMAC Region as a Regional Director Candidate
Note: Student members cannot vote in general meetings, nominate candidates for office, stand for office or vote.
